Therein you shall find the answers as to why they would be inclined to fine such a man regardless of anything. How about the fact that you are imprisoned for up to 15 years for “manslaughter” for killing somebody in your self defense or the defense of your family, etc. even when it is proven beyond all reasonable doubt that had the killing not happened then the killer would most likely have been killed (this is obviously not possible for humans to prove anyway).
