Corbett scored on budget, but key leadership tests remain
Pennsylvania Governor Tom Corbett checks his watch after signing his first state budget which will spend $27.15 billion. The spending plan passed both chambers of the Legislature this week without a single Democratic lawmaker voting in favor. Not only did he get it done on time, Corbett also managed to close a $4 billion budget deficit without raising any state taxes (although some school district taxes are going up as a result of his education funding cuts).A year ago, even members of his own party were skeptical Corbett could hold to his no tax increase pledge. At the Pennsylvania Press Club last June, Senate Majority Leader Dominic Pileggi, R-Delaware County, flat out said, “I don’t see how he can do it, frankly.”
While the state budget is a check in the victory column for Corbett, the governor worked on the budget with the Republican-controlled House and Senate. That’s about as easy of a political setup as any governor can get.
The real tests of Corbett’s leadership will come in the next few months as he confronts the Marcellus Shale severance tax, school vouchers and transportation funding.
There is disagreement in the GOP about what to do on these issues, and past governors — Republican and Democrat — have tried and failed to address them.
Marcellus Shale Marcellus Shale is the trickiest issue for Corbett. He has come out strongly against any tax increase, including a severance tax on natural gas shale drillers. But popular support and a number of Republican lawmakers aren’t buying the governor’s stance.
The latest Quinnipiac poll data indicate 69 percent of Pennsylvanians favor a severance tax with 59 percent of GOP registered voters supporting it as well. Pennsylvanians are rightly asking why it would be so disastrous for the Keystone State to enact a severance tax when every other major gas drilling state has one.
Further complicating matters for Corbett is strong support in the Legislature for doing something. More than 10 bills have been introduced. Sen. Joe Scarnati, R-Jefferson County, pushed especially hard for an “impact fee” on Marcellus drillers. He tried to make it a budget issue, but Corbett threatened to veto, saying lawmakers should wait until his Marcellus Shale Advisory Committee finishes its work.
